Futur II is named after the future, but its usual job is an assumption about the past: the sentence Er wird den Zug verpasst haben describes something that already happened yesterday. This exercise first practises the Perfekt–Futur II transformation, then the choice between haben and sein and the word order.
The second use, with bis, is an action that will be completed in the future: Bis morgen werde ich den Bericht geschrieben haben. The explanations in the exercise separate the two readings with examples; the finite verb going to the end of a subordinate clause is practised separately.
